Consolidated Appropriations Minibus -- Major Rules Congressional Review HR 4366

Paul, R-Ky., for Lee, R-Utah, amendment no. 1121 that would require congressional review of major rules proposed by federal agencies before they take affect. Major rules would include those expected to have an annual effect on the economy of $100 million or more; a major increase in costs for consumers, industries and government; significant adverse effects on competition between domestic and foreign businesses; or an increase in mandatory vaccinations.
